open new window with the same size of already opened one

When resuming an hibernated tab within a new window, the window opens with a full-screen size (but still not really maximized).

Why? When I open a new window from Chrome, it opens a window which is has the same size of the last used opene window: why not to follow just the same policy? why override such chrome native behaviour?
